ДОСВІД РЕФОРМУВАННЯ РИНКУ ЗЕМЛІ В КРАЇНАХ ЦЕНТРАЛЬНОЇ І СХІДНОЇ ЄВРОПИ
Abstract
Анотація. У статті висвітлюються ключові риси реформування ринку землі в країнах ЦСЄ. Проаналізовані основні моделі розвитку земельних відносин, зокрема репатріація та безкоштовний розподіл земельних наділів. Аналіз ілюструється прикладами практики різних країн ЦСЄ та порівняльними даними, що дозволяють порівняти політику в сфері земельних відносин даних країн. Автори роблять висновок, що ефективність реформ у сфері земельних відносин залежить від державних витрат на інформування суспільства, існуючих недосконалостей ринку факторів виробництва, технологічного рівня сільгоспвиробництва та витрат на впровадження реформ. Annotation The article highlights the key characteristics of the reforming process of the land market in CEE countries. Two main models of development of land relations, in particular repatriation and free distribution of land allotments, are analysed. The analysis is illustrated by examples of practice of CEE countries and comparative data, allowing to compare the policy in the field of land relations of these countries. The authors conclude that the effectiveness of reforms in land relations depends on government spending on informing society, the existing imperfections in the factors of production markets, technological level of agricultural production and costs of implementing the reforms.Keywords: CEE countries, land market reform, land repatriation, purchase and sale and lease of land. Аннотация В статье рассматриваются основные характеристики процесса черты реформирования рынка земли в странах ЦВЕ. Проанализированы основные модели развития земельных отношений, в частности репатриация и бесплатное распределение земельных наделов. Анализ иллюстрируется примерами практики разных стран ЦВЕ и сравнительными данными, позволяющими сравнить политику в сфере земельных отношений данных стран. Авторы делают вывод, что эффективность реформ в сфере земельных отношений зависит от государственных расходов на информирование общества, существующих несовершенств рынка факторов производства, технологического уровня сельхозпроизводства и затрат на внедрение реформ.Ключевые слова: страны ЦВЕ, реформа рынка земли, репатриация земли, купля-продажа и аренда земли.References
